Work/RF Planner
Nearest-site parameter inference
RF Planner
Fills the RF sheet for a new site from nothing but a site code and a coordinate — inferring BSC, RNC, LAC, RAC, URA, TAC, codes, cell IDs and names from the nearest live sites per technology.

Approach
A spatial index over every live 2G, 3G and 4G site. "Nearest" is decided per technology, with candidate overrides when an engineer knows better. Codes are chosen as the lowest value that is free across Nokia cells, past RF sheets and reserved plans, with no CI clash in the target LACs.
Validation
Backtested against the 44 sites in historical RF sheets. Every network parameter matched 44 of 44; the one HZ/CMS miss was the only site in its governorate, with no earlier site to learn from.
Design choices
- Reads ATOM's dumps and database strictly read-only, inside a read-only transaction.
- Every rule is an editable setting, not a constant in the code.
- Python standard library plus openpyxl — nothing else to break.
